The beaches in Monaco are definitely not the best on the coast but there are a couple of nice - and surprisingly, free - options: Esplanade Stefano Casiraghi is a concrete solarium that has been installed on the back of the port's sea-defence wall. If you prefer sand, Plage du Larvotto has free as well as paying sections.
