Next door to the Culture Palace is the County Council Building, with a tiled roof and bright-green spires. Its 60m watchtower may open for visitors, but presently the only glimpse of the building's interior you can get is the grand, colourful entry with hand-painted ceilings and stained glass facing the grand staircase upstairs.
