A case can be made that building a 30-storey skyscraper on top of a mountain was an act of monumental folly, but renowned Brazilian architect Oscar Niemeyer didn't think so – he's the one who designed the Eshkol Tower, opened in 1978. To get to the observation deck and its panoramic views, take the lift to the 29th floor and walk up one flight of stairs.
