For a great view of Tokyo, try the observation deck of the Bunkyo-ku Civic Center 文京シビックセンター. Home to the ward’s government offices, there are also shops, cafés, a gallery with rotating exhibits of local artwork, and a post office in the building. Take the elevators to the 25th floor, where the huge windows reveal a cityscape extending as far as the eye can see.
On clear days, it is possible to see Mt. Fuji. It is especially attractive at night, with the interior darkened for better visibility.
The Bunkyo-ku Civic Center is open from 9 am to 8:30 pm, and it is free to visit the observation deck. It is seldom crowded; you may even get the space to yourself because it is not a well-known tourist destination. The building itself is 26 stories tall and dominates the local skyline at 105 meters (344 feet). It is located above the Tokyo Metro Korakuen Station, and there are many exits that lead to the building or just outside of it. The mega-entertainment complex Tokyo Dome City is very close by as well as the Judo mecca, Kodokan Judo Institute.
